   If food doesn't work try finding a toy she gets excited about and use that as the bait and reward for her training and if there is one toy she loves only have that particular toy out for the training sessions. You need to teach her the new meaning for "sit" is fun and playful. This may take some time and patience but it is not impossible. Also you need to take her out as much as possible and introduce her to as many new things and people as possible (just let new people know she is shy and to approach slowly) and use the toy to keep her motivated and reward her when she does well in new situations. Make sure when she is acting timid to ignore the behavior. Telling her it's ok and coddling her when she is scared only reinforces the scared behavior. Just remember it will take some time because of her age and she may never fully come out of her shell but with basic obedience and time you can make great improvement.
