How can I make clothes without using cloth...?

....the size of a hand (or smaller like the size of a pinkie),it is not exactly for dolls, well my friend's birthday is coming up (actually two of my friends) and I want to make something special for them (DIY).I have already came up with making a very nice boutique for them, like papier mache mannequins and cute things like that. The only problem is that I don't know how to make the clothes,if I have time and enough good ideas I might even make two dolls for one of them as well.I want it to be very nice, since both of them are turning 13.Shall I make the clothes out of paper?I think that won't be strong enough, since it might rip easily,so what shall I do for the clothes? It would be appreciated if you share some of your good ideas with me,thank you very much!!!♥
I am bad at sewing and I have never crotcheted in my life,so that is why I can't make the clothes out of cloth, please help, thanks!♥

make the clothes out of plastic grocery bags and staple it together then turn it inside out so the staples are inside it

A mannequin (also called manikin, mannikin, dummy, or lay figure) is an often articulated doll used by artists, tailors, dressmakers, and others especially to display or fit clothing. During the 1950s, mannequins were also used in nuclear tests to help illustrate the effects of nuclear weapons on human beings. The term is also used for lifesized dolls with simulated airways used in the teaching of first aid, CPR, and advanced airway management skills such as intubation and for human figures used in computer simulation to model the behaviour of the human body. Mannequin is also used in English in the sense of fashion model. Mannequin comes from the French word mannequin, which had acquired the meaning an artists jointed model, which in turn came from the Middle Dutch word mannekijn, meaning little man, figurine. Living Doll

have you ever been asked to leave a store because you checked down a mannequin's?

pants to see if it was a life sized replica of your old Ken dolls?

Poll:

Chicken or shrimp?

I wasn't asked to leave but I did grope and wag my tongue at ones mouth to embarrass my extremely uptight sister, she is such a fun governor. C'mon even the salesgirl that saw me laughed.

Shrimp
