Is it normal for a full black and tan german shepherd to have white color patches?

Your word "patches" suggests that there is too much white to be acceptable.
Although each of the KCs in Britain, Canada, New Zealand and the USofA has invented its own rebel "Standard" (as if there can be 8 or more DIFFERENT blueprints for the same house or car or breed!), there is only one Standard of the GSD that has been approved by the WUSV (World Union of GSD Clubs, with at least one seat for each GSD nation) and it is stored by the FCI: http://www.fci.be/uploaded_files/166A1991_en.doc
The operative phrases re white are:
"Unobtrusive, small white marks on chest as well as very light colour on insides permissible, but not desirable. Dogs with lack of mask, as well as with light to whitish markings on the chest and the insides, pale nails and red tip of tail are considered to be lacking in pigmentation. The colour white is not accepted."
However, you can either:
• visit some breeders who have GSDs that possess a Breed Survey report (BS.Cl. in English, KKl. in German) and see what they think about the amount of white your dog has.
or:
• join some of the 300+ YahooGroups dedicated to various aspects of living with GSDs (each group's Home page tells you which aspects they want to talk about, and how active they are) and post well-lit photos to those groups for comment.
Obviously [Vicky] doesn't accept The Standard, so won't have genuine GSDs, her dogs won't represent the GSDs that had the qualities that made the breed the most popular around the world.
Although many dogs - including breeds & cross-breeds with no relationship to GSDs in appearance or character - can be marvellous pets and can be very successful in training competitions, only dogs that are above-average for the qualities characteristic of their breed should be bred from.

I have a large half moon with a face in it, just remember thats thin skin back there and stings a little bit more, so i wouldnt go to large, you can get color, but color requires maintance, as in having to go back, and get the colors reshaded or touched up since they fade quicker, but color tats looks nice,
